William is the brains behind PMQ, the new space for creativity that was originally the Police Married Quarters built in 1951

About

One of the most successful initiative to promote local creative culture while conserving heritage, PMQ (www.pmq.org.hk) has attracted millions of visitors since its launch in April 2014. From the popular Night Market and 1600 Pandas World Tour exhibition, to the business-as-usual designer shops and restaurants, PMQ is a crucial step in further developing the Hong Kong creative scene. "It's a project that nobody has done before," says William. "It will attract all sorts of designers from different disciplines to come and interact with each other and the public." Built in 1951 to house police officers and their families - including former chief executive Donald Tsang Yam-kuen, who grew up in the complex - the PMQ now contains 130 design studios, along with shops, restaurants, a library, exhibition space, a rooftop garden and outdoor gathering areas. William To is the Creative and Programme Director of PMQ, a newly launched creative platform for design entrepreneurs located in the heart of Hong Kong. Before spearheading one of the most successful redevelopment initiatives in Hong Kong, William spent 18 years working in the advertising industry. In 1992, he founded his own agency, Vision Integrated Communications Ltd, and later became a brand consultant, helping clients launch their brands and products in Hong Kong and China. Since 2005, William has been the senior consultant at the Hong Kong Design Centre, where he is responsible for their flagship events—Business of Design Week (BODW), Knowledge of Design Week (KODW) and Design for Asia Awards (DFAA 2006-08). Since August 2012, William has worked with PMQ, where he heads up ambitious and innovative efforts in creating programmes to inspire, connect and collaborate with Hong Kong’s local design community.
