About
Mr. Chua Hoi Wai is the Chief Executive of the Hong Kong Council of Social Service (HKCSS), which represents more than 400 non-governmental social services organisations. Before assuming this position, he was in charge of its policy advocacy agenda and researches on poverty and social development. He has advocated for pension reform and initiated the formation of the Alliance for Universal Pension in 2004. He set up the HKCSS – HSBC Social Enterprise Business Centre in 2008 to provide capacity building, joint marketing and an exchange platform for local social enterprises.
Mr. Chua also participated in a number of advisory or statutory bodies of the Government of the Hong Kong Special Administrative Region. He is currently a member of the Hong Kong Housing Authority, the Commission on Poverty and chairs its Special Needs Group Task Force, and an Associate Member of the Central Policy Unit. He was also a member of the Environmental and Conservation Fund Committee, the Committee for Promotion of Civic Education, and Liquor Licensing Board.
Mr. Chua is a graduate of the University of Hong Kong in Mechanical Engineering. He studied Master of Social Work in University of Illinois at Chicago and is now a social worker by profession. He was the President of the Hong Kong Social Workers Association (2004 – 2008), and also Founding Director of Dialogue-in-the-Dark Hong Kong.
