About

Christine Loh (OBE, JP, Chevalier de l'Ordre National du Merite) is Under Secretary for the Environment in the HKSAR Government. She joined the government in 2012. Prior to joining the government, she was the CEO of the non-profit think tank, Civic Exchange, which she founded in 2000; and prior to that she was a member of the Hong Kong Legislative Council (1992-1997 and 1998-2000). Christine's interest and experience in public and political affairs began in the early 1980s. She is unique in having had extensive experience in business, politics, policy and also the non-profit sector. Since the 1980s, Christine has been active in NGOs focussing on political reform, arts development, the environment and equal opportunities. As a legislator, her record includes successfully sponsoring the historic Protection of the Harbour Ordinance, as well as various equal opportunities legislative amendments.

Christine started her commercial career in commodities trading; and was one of the early traders involved in opening up the China market for Philipp Brothers and Phibro Energy, which were part of Salomon Inc. She then went on to commercial negotiations and project implementation, with experience in both retail and port development. Christine's work over the decades has been widely recognised for her achievements, including as a World Economic Forum's "Global Young Leaders for Tomorrow" in 1994; being twice recognised by Business Week as one of "The Stars of Asia" in 1998 and 2000; by TIME as a "Hero of the Environment" in 2007; by RBS Coutts/Financial Times as a "Woman Who Makes A Difference" in 2009; and she received two docorates honoris causa from the University of Hull (Doctor of Law) and University of Exeter (Doctor of Science). Christine holds a law degree (LLB) from the University of Hull and a Master of Laws (LLM) degree from the City University of Hong Kong. Her personal interests are in the arts.
