Asylum & Human Rights Law is a specialised area of practice. However, there is a lack of training and development opportunities for practitioners in Hong Kong and Asia. This lack of technical support for practitioners contributes to the exceedingly low success rate (less than 1%) for asylum claims in Hong Kong, where in many cases significant facts and grounds for protection are not argued, and egregious decisions are left unchallenged. Justice Centre delivers regular, high quality training on asylum law and practice to pro bono lawyers, duty lawyers and law students. Our biannual foundation courses—Part I Training (Human Rights & Refugee Law) and Part II Training (Protection in Practice)—are usually awarded more than 10 CPD points by the Law Society. We also deliver advanced or project-based courses on thematic and technical areas. Beyond Hong Kong, we have been invited to train and capacity build the legal sector in South Korea, Indonesia, Taiwan and Bangladesh; and have delivered tailored versions of our foundation courses to civil society, legal professionals, adjudicators and legislators around Asia.

In 2020, the need to adapt our training delivery to improve accessibility and efficiency has become more pressing as we seek to adjust to COVID-19 restrictions and what could be lasting changes to the sector. The eTraining Library aims to address increased remote working needs, allow greater flexibility for pro bono and public lawyer engagement, and reach a wider audience including immigration officials, adjudicators and practitioners and key players in the refugee protection sector in Hong Kong and the wider region. Ultimately, it seeks to improve the quality of legal representation and decision-making in Hong Kong and Asia.
