Mr. Tsang joined the Hong Kong Police Force as a Probationary Inspector in 1966. During his 38 years of service with the police force, he held a variety of key posts including Head of the Narcotics Bureau, Commander of the Hong Kong Island Region and Director of Crime & Security. He became the Commissioner in 2001 and retired from the Force three years later. Mr. Tsang joined NWS Holdings Limited (NWS) in 2004 as an Executive Director and became its Chief Executive Officer in 2015.

NWS is part of the New World Group of companies. It was listed on the Hong Kong Stock Exchange in 2003. Its business spans across Greater China including toll roads, power plants, water supply, waste management, container ports, airport, railway and warehouse logistics, construction, the Hong Kong Convention and Exhibition Centre, New World First Bus, Citybus, New World First Ferries and duty free shops at border-crossing points and ferry terminals in Hong Kong. The Company has recently invested in aircraft leasing business now owning more than 80 commercial aircraft. NWS is also a part owner of the recently opened Gleneagles Hong Kong Hospital and a number of medical clinics in Beijing and Shanghai. Mr. Tsang is also a non-executive director of Mapletree Investments Limited in Singapore, a company wholly owned by the Singapore sovereign fund Temasek Holdings, and the Chairman of one of Mapletree Company’s Real Estates Investment Trusts (REITs) listed on the Singapore Stock Exchange. During his service with the Hong Kong Police Force, he was awarded the Gold Bauhinia Star, the OBE, the Queen’s Police Medal and the Colonial Police Medal.
